Deputy Commander Integrated Area Defence System (DCIADS)

DCIADS is responsible for supporting CIADS in their command of HQIADS and, if assigned by the FPDA member-nations, participating in the coordinated defence of Malaysia and Singapore.

DCIADS’ peacetime responsibilities are to:

(a) Be responsible to CIADS for the operational, plans, and staff functions including staff training;

(b) Be responsible as the link to MINDEF Malaysia, MAF and other Government Organisations ;

(c) Represent HQIADS at FPG, and as the delegate for CIADS as required for FCC, FDCC and FDMM;

(d) Represent HQIADS for relevant domestic and international visits, ceremonial occasions and events.

Brigadier General Amer Mahmud bin Abdul Rahman RMAF is currently the Deputy Commander of the Five Power Defence Arrangement’s (FPDA) Headquarters Integrated Area Defence System (HQIADS). He was commissioned as a Second Lieutenant in 1988 from the RMAF Cadet Officer School (SPK TUDM) and served his career as a fighter pilot having flown the Boeing F/A-18D Hornet, Northrop F-5E Tiger II, McDonald Douglas A-4PTM Skyhawk, Aermacchi MB339A/CM, Pilatus PC7 and AeroTiga MD-3. With his flying background, he subsequently served as a staff officer at the Air Operational Headquarters as the SO2 Fighter Operation Planner (2007-2008).

Prior to his current appointment, he served as the Senior Air Directing Staff at the National Resilience College (2020-2022). He has also held several command positions which includes a tour as the Commander of Butterworth Air Base (2017-2019) and the Commanding Officer of No 3 Flying Training Centre which functions as the Air Force’s Fighter Lead in Training Centre (2010- 2014)

His joint experiences involve a tour with the Malaysian Battalion - MALBAT 4 (UNPROFOR) and MALCON 1 (NATO-IFOR) as the Commander of the Tactical Air Control Party performing the function of both Battalion Air Liaison Officer and Ground Forward Air Controller in Bosnia and Herzegovina (1995- 1996). He also served at the Malaysian Joint Forces Headquarters as a Joint and Combined Exercise Planner holding the appointment of SO1 Combined Exercise at J7 Exercise Cell (2015 – 2017).

The professional military education courses he has attended are the National Defence Course at NDC Thailand (2020), Defence Course at the MAFDC (2014), Joint Professional Military Education Phase II at the Joint Forces Staff College, Virginia (2007) and the Command & Staff Course at MAFSC (2006). Academically, he holds a Master of Social Science in Defence Studies from the Malaysian National University (UKM), Master of Business from the University of New South Wales (UNSW@ADFA) and a Diploma in Strategic & Defence Studies from the University of Malaya (UM).

For his academic excellence, Brig Gen Amer Mahmud has been a recipient of several awards which includes the Best Airforce Graduate Award (MAFSC 2006), Chairman of Force Transformation Award (JFSC Virginia 2007), Dean’s List Award (UKM 2015) and Commandants List Award (MAFDC 2014).
